SECTION 3. DESIGNATION OF MODEL BARANGAY

SECTION 4. INFRASTRUCTURE REQUIREMENTS

o   Community-based shuttle services connecting the WABA to downtown areas and workplaces.

o   Designated areas for ride-sharing and electric public transport vehicles.

4.   Sustainability Measures

o   Establishment of Material Recovery Facilities (MRFs) and Sewage Treatment Plants (STPs) as mandated by law.

o   Provision of renewable energy sources where feasible.

o   Maintenance of a robust digital infrastructure for connectivity.

SECTION 5. COMMUNITY SERVICES AND EMPLOYMENT GENERATION

The model barangay shall aim to:

  • Provide local employment opportunities to minimize the need for long commutes.
  • Ensure that residents can access schools, healthcare facilities, markets, and places of worship within walking or biking distance.
  • Encourage mixed-use developments that integrate residential, commercial, and recreational spaces.

SECTION 6. INCENTIVES FOR SUSTAINABLE DEVELOPMENT

To encourage private sector participation in the WABA initiative, the LGU may offer the following incentives:

  • Tax incentives for businesses and developers who invest in sustainable infrastructure.
  • Grants for local entrepreneurs promoting eco-friendly initiatives.
  • Recognition programs for best practices in sustainable urban living.

SECTION 7. ENFORCEMENT AND MONITORING

1.   The Office of the Mayor, in coordination with the City/Municipal Planning and Development Office, shall oversee the implementation of this Ordinance.

2.   A WABA Task Force shall be created to monitor compliance, address concerns, and recommend improvements.

3.   Regular progress reports shall be submitted to the Sangguniang Bayan/Panlungsod.

SECTION 8. PENALTIES

Failure to comply with the provisions of this Ordinance may result in the following penalties:
